In Portugal, all legally operating tour companies are required to maintain comprehensive insurance coverage designed to protect clients throughout the duration of their tour or travel-related service.
This mandatory insurance exists to safeguard the end user in the event of injury, accident, or even fatality. It represents a fundamental aspect of consumer protection within the Portuguese tourism sector, ensuring that clients booking guided tours, transportation, or other touristic activities have a guaranteed level of security.
In addition to holding the legally required insurance, companies offering tours must also be officially registered with the Portuguese Tourism Board

Every legally recognised tourism operator is issued a unique registration number, which must be displayed publicly - typically on websites, brochures, or booking platforms. This number serves as verification that the company complies with national regulations, pays the required taxes, and meets safety and training standards.
Before booking any tour in Portugal, travellers are strongly encouraged to confirm that the company they choose is properly registered and adequately insured.
If a company is not legally registered in Portugal, it is not permitted to provide tourism services of any kind within Portuguese territory.
Using such providers may leave clients without legal protection in the event of an accident or dispute.
WARNING
Be very vigilant when viewing other tour sites offering tours in Tomar. Illegal tour guides do operate in Tomar.
Always verify authenticity before booking and only ever choose legally compliant operators for your safety and peace of mind.
All legally registered tour guides in Portugal will display an RNAAT - RNAVT - RNAL - RNET licence number dependent on their field of expertise.
The Portuguese Licence Number is there for your safety and is checkable through the official portal.

In addition, if there is no way to formalise a complaint through the companies online or physical Livro De Reclamações that is also illegal in Portugal.
